This vinyl kit was released by AMT/ERTL as part of the Shadows of the Empire line along with Xizor and his Virago. I spoke to the sculptor of this kit and he wished that he could have done a different pose. I think it is pretty neat. It's the only kit I've ever seen of the Emperor, which is surprising! He's so cool. Construction was simple, very few parts. You actually have a choice of left hands. The other one is more of a closed and pointing one. I chose the open one because it seemed more natural for him. I spray painted him flat black for the cloak. I then painted his cane gloss black and dry brushed the clasp in silver. I painted his skin with a really light tan color to simulate his dark side deteriorated visage. I picked out some details with a nasty pinkish color to make him even more gross. I got this kit off eBay for less than $10.
